762b8ad448 general: Replace high_resolution_clock with steady_clock 
On some OSes, high_resolution_clock is an alias to system_clock and is not monotonic in nature. Replace this with steady_clock.

5deecd714b input_interpreter: Make use of NpadButton instead of a u64 
Allows us to be more explicit with the representation of button states and use the provided bit manipulation operators

322339a5fd npad: Return NpadButton in GetAndResetPressState 
We were previously truncating this to a u32 as there were no known buttons that used the full 64 bits of this type. Fix this now that we know they are used.
