[chore] Update ncruces/go-sqlite3 to 0.17 ( #3072 )

This fixes some linkname shenanigans previous versions of the library
were using. It's now safe to upgrade to Go 1.23 and beyond once they
become available.

This allows for building GoToSocial with [SQLite transpiled to WASM](https://github.com/ncruces/go-sqlite3 ) and accessed through [Wazero](https://wazero.io/ ).
